Overview
Tanzania Investment and Special Economic Zones Authority grants Certificates of Incentives and Licence under authority conferred upon it by Part III, Section 19 (1-5) of Tanzania Investment and Special Economic Zones Act, 2025. Holders of certificate of incentives are entitled to various investment incentives as stipulated in the Investment and Special Economic Zones Act, 2025
Enterprises engaging or intending to engage in Mining and Petroleum Sectors shall follow the approval process contained in their respective laws (Mining Act 2010 & Petroleum Act 2015). However, the Authority upon request shall assist all investors to obtain permits and authorization required by other laws to set up and operate investment in Tanzania.
Categories
A. Local investors; the Minimum investment value for a Projects should be at least US$ 50,000 for projects which are wholly owned by Tanzanian Citizen(s)
Foreign investors; the minimum investment value of a project should be at least US$ 500,000 for projects which are wholly owned by foreign investors or if a joint venture
How to Apply
Issuance of Certificate of incentives is guided by the section 19(1-5) of Tanzania Investment and Special Economic Zones Act, 2025. The following documents in pdf format should be submitted through subscribing in TISEZA project registration portal https://onestopshop.tic.go.tz/
A certified copy of the Certificate of company Incorporation
A copy of the company’s Memorandum and Articles of Association.
A dully filled TISEZA application forms which are issued by the Centre
Project business plan
Evidence of sufficient finance capital available to implement the project
Evidence of project location
Company Board Resolution to register the project with TISEZA.
An overall covering letter to which all the above are attached.
Cost
Payment of facilitation fee of US$ 1100 is charged
B. Categories for EPZ licensing
New Investment
Minimum annual export turnover of US$ 100,000 for local investors and 500,000 for foreign investors
At least 80% of goods produced must be exported
C. Categories for SEZ licensing
New investment
Minimum capital of US$ 100,000 for Local investors and 500,000 for Foreign Investors
The investment must be located within the Special Economic Zones parks
C. Licensing procedures
The investor makes an inquiry with TISEZA to confirm investment procedures, eligibility criteria as well as the availability of factory space or serviced land.
Investor incorporates SEZ Company, locates premises or land, and obtains an environmental approval appropriate to the nature of the project.
The investor submits a project proposal and completed the application form.
TISEZA evaluates the project proposal and provides the investor with a letter of approval.
In case the Investor is asking for Zone development, TISEZA will facilitate a declaration of land, which is approved by the Minister for Industry and Trade.
Upon completion of the above-mentioned steps, the Investor will be able to start his operations. In practice, the above processes take a maximum of 14 working days

Copy of the Certificate of Incorporation of the Company.
Detailed Export Business Plan by products, Markets and Others.
Environmental Impact Assessment (EIA) Report (Obtained from NEMC
Copy of Receipt of Initial Fees i.e. a one-time (non-refundable) application fee
Copy of Receipt of Site Inspection fee
Copy of Lease Certificate/Title Deed (for Operator & Service Provider).
Filling the TISEZA investment application form
Architectural drawings/design of proposed industrial shed(s)/facility(s). and Work Plan.
Introductory bank letter or current Company’s bank statement
Submission of a brief application letter
